No. Trump tried to end DACA, it all stems from an Obama executive order. Trump tried to end DACA by rescinding the executive order because, you know, he's also the president and it isn't a law. However a federal judge said he was not allowed to because ... orange man bad. So now anything goes.
These a-hole judges that wanted to stick it to Trump did great harm to the republic and John Roberts, in his zeal to appear non-political, has been the most brazenly political Chief Justice ever by allowing politics and polls to guide what he reviews, allows, and denies. So there is no oversight from above.
It looks like he may be trying to do this through the Department of Health and Human Services.
