I’d blame the republicans. No fight.

You’ve got to eliminate entire departments.
IRS-Take taxes down to 1% of income. Make up the rest with a Fair Tax, the amount being debated every other October(election year). The IRS can ‘wither on the vine’ while we eliminate the 1% altogether.
