Adam Schiff presented a completely false "Democrat Memo" as Vice-Chairman of the House Select Intelligence Committee to deflect from the actually factual memo produced by Chairman Devin Nunes regarding the Russia collusion charges.
Schiff used Nunes' memo to file ethics charges against him to get him removed as Intelligence Committee chairman, while his own fake memo gave the LAAP-dog media the ammunition to attack President Trump and the House Republicans.
What Schiff did was beyond the bounds of debate.

It’s not just a matter of difference of opinion. Schiff is an habitual liar. McClintock is wrong & falling into the foolish trap that republicans have succumbed to so many times in the past.
To a certain extent I agree with Tom Mclintock, who has been one of the few relatively good guys in Congress for going on 30 years. Schiff should not have been censured and fined by the House for exactly the reasons Tom put forth. Schiff should have been censured and expelled from the House. That is the appropriate sanction, not a fine. And it would have had a positive effect on our political class

First, Tom McClintock is a conservative Republican from California. He represents most of the conservative Central Valley where the farmers were decimated by the Democrats' extremist water policies.
Second, McClintock ran for governor during the recall of Gray Davis and was beaten by Arnold Schwarzenegger. Most people agree that McClintock won the debates between himself, Schwarzenegger, and Cruz Bustamante (D), but he has inset eyes that make him look odd on TV and in photos.
In 2006, he ran for Lt. Governor alongside Schwarzenegger's reelection bid. Schwarzenegger upset a lot of Republicans when he chose to run independently and extended no coattails to down-ticket candidates. McClintock lost to Democrat John Garamendi, creating a split office for Schwarzenegger.
After losing the Lt. Governor's race, McClintock ran for the House and won. He's been in Congress ever since.
McClintock was one of the few fiscal conservatives in California. He was famous for analyzing and opposing most of the spending propositions that the legislators put on the ballot so they didn't have to vote for them themselves. This was during the notorious era of linked "Yes means no, No means yes" wording style of California's referendums, where the ignorant would vote No for something without realizing that meant it what they were trying to stop actually got passed via the paired proposition.
