If there are more wounded than killed, then the shooter is likely black.
If there are more killed than wounded, then the shooter is likely not black.
They even have trouble shooting people “effectively”. Add that to the list of things that are harder for them to do.
I’ve noticed the same. Whenever I look at the Chicago shooting stats, there tends to be a 20% fatality rate.
Chicago ought to establish some shooting ranges so they can improve their skills and hit their targets with out collateral damage.
No, it’s because those are drive-bys, maybe part of a gang initiation. The point is to spray bullets all over the place. The more people you actually kill this time, the more likely it is that they’ll kill you next time, so you don’t try for a big body count.
I’m not sure about the Black/White thing, but in non-gang shootings, odds are somebody wants people to die more and to be sure that they do.
If they improved their skills, there would eventually be less shootings.

Da FBI. 20 something years ago, I scoffed and got offended when I saw the movie Panther, where at the end they blamed the CIA for running drugs and introducing crack into the black neighborhoods. I thought to myself "Why would the government WANT to keep down the black population?" They have to go the same places, travel to and attend the same events...This is ridiculous". I chalked it up to black blame games to avoid responsibility like the other 987654 times they have done...
But I believe it now. And I believe they DO drop semiautomatic AND fully automatic guns in the alleyways of cities for gangs to pick up and use. I believe it is in their best interests to keep down an already troubled population that can not eve feed itself on their own without taxpayer assistance. It's disgusting...
However, you have to consider that Chicongo trauma teams also have extensive experience in treating shooting victims; The US military sends docs there too get practice. So while it's only one variable in a complex equation, my guess is that at least some shooting victims in the windy city may be saved that would not have pulled through in areas where surgeons are far less experienced in handling ballistic trauma.
If the ethnicity of the shooter is not quickly identified the shooter is black.

I’m an old guy who enjoys time at the range. 90% of folk there need to work on the fundamentals, not fire away at a 15 yard silhouette.
Black women, in particular, are horrible shots. Most black guys are, too.
I celebrate their decision to do range work. Every gun owner is a potential 2A advocate (the ones that aren’t haven’t thought too hard about it).
PS Please don’t mistake me as being an expert about all this. I do know that when I was muttering under my breath about running the “dot torture” drill instead of performing mag dumps, that it made me better with a hand gun.
They could think about more range time but probably need a valid, current driver’s license as ID and due to outstanding warrants and being behind in child support payments they would not like to have their faces shown on surveillance video as they come in, and their weapons were mostly stolen. As was the vehicle they carjacked to park in the range lot.
Just use the back alley dumpster lids with rows of empties as targets.
One of the few things most blacks do well is fu*k and fight.
