Wouldn’t this ship have to have a harbor pilot and then there are the two tugs that should have been helping?
Yes, your post came a few minutes before mine. I would expect it would also have a docking pilot-not necessarily the harbor pilot who would be in charge of docking the vessel.
However, if the captain of the ship believes the harbor pilot or docking pilot is incapable of performing his or her duties, he or she (the captain) is ultimately incharge and would need to relieve the pilot of his or her duties.
