Joe Biden has taken a difficult but brave decision to supply cluster munitions to Ukraine. He is right. These are terrible weapons. But they have been used by Putin for over a year in his programme of indiscriminate slaughter of an entirely innocent people. The faster we help the Ukrainians to win, the more lives we will save all round. And never forget - it is the Ukrainians who will use these weapons on their own soil, and to protect themselves.

It was an EASY decision, as we are essentially out of conventional artillery shells for our 155mm guns, at least according to Biden.

So Ukraine will now be stuck with trying to take out tanks and APCs with cluster bombs, which I suspect, will be more like cluster f’s for them.

The whole cluster bomb thing sounds like desperation. Ukes are losing big. Will they drop them on Russia Proper? You bet—in a week of getting them-in hopes Russia will become angry and do something to get NATO/USA involved in the war. Ukraine, despite all the Baghdad Bob propaganda is losing and losing big. Politicians, even skilled ones, do not make good generals. The Spring/Summer? Fall offensive is all a political move and will cost Ukraine its new shiny tanks and trained armies, all to gain a few miles of territory for Propaganda. Unlike the past wars—this one is a different animal. Ukraine must have USA Troops or they are lost. Putin can just wait them out for as many years as it will take.

No, those measures were adopted only by nations without air power. Using cluster munitions never became international law, merely international "I sure wish".

Cluster bomb use is not a war crime, but Russia has been committing war crimes in Ukraine using its masses of cluster bombs by deliberately using them against civilians.

Is using them a war crime?
The use of cluster bombs itself does not violate international law, but using them against civilians can be a violation. As in any strike, determining a war crime requires looking at whether the target was legitimate and if precautions were taken to avoid civilian casualties.

“The part of international law where this starts playing [a role], though, is indiscriminate attacks targeting civilians,” Human Rights Watch’s associate arms director Mark Hiznay told The Associated Press news agency. “So that’s not necessarily related to the weapons, but the way the weapons are used.”
