I read the comments and here is another probable reason for Congress approving 87,000 new IRS agents.
Namely, the IRS and FBI likely has embarrassing information on Representatives and Senators and use that dirt to get their way with Congress.
Also, some commenters questioned what benefit is there for the rank and file IRS to have 87,000 new agents.
Well, 10 agents require a supervisor, so there would be 8,700 new IRS supervisors. And 10 supervisors require a manager. So there would be 870 new IRS managers.
And 10 managers would require an Assistant Director. So there would be 9 new IRS Assistant Directors.
Thus, there would be lots of incentives for the IRS employees to have congress increase the staff by 87,000 people.
