But most people who do street vending are there because that is their income, and they’re willing to work for it using whatever skills they have. The idea of having to ‘arm up’ before opening your Hot Dog Stand doesn’t even occur to the majority of them, until something like this happens.

In the SF Bay Area, you see lots of Mexicans and Central Americans hawking all sorts of food on the streets, from ice cream carts to selling oranges and strawberries in the Home Depot and Walmart parking lots to taco stands and complete food trucks. They are hard working people who work long hours for little pay and they are always nice to me. (ignoring whether they are here legally).
I can’t imagine giving one of them a beat down like that, but it’s the Usual Suspect.
