The police chief has little to do with incarcerating perps. That's up to DA's, judges, juries etc.

Sure, but he also knows the game. He knows why the guy was let out.

He's asking the question like he's surprised about it. He should have just laid it all out there, saying that the city's policies have finally caught up with them.
