Dear Ukrainians,

Report for this day.

Khmelnytsky region, the city of Slavuta. The assessment of the damage caused by the explosion of Russian drones last night is ongoing. The Shaheds were shot down, but many buildings have sustained damage – shattered windows, doors, roofs of the buildings.

It is highly likely that the target for these drones was the Khmelnytsky nuclear power plant – the shockwave from the explosion shattered windows, including those on the territory of the NPP. As of now, it is known that around twenty local residents have been injured. All necessary assistance has been provided to them.

This strike towards the NPP is another reminder to all our partners of how important it is to strengthen Ukraine’s air defense and how dangerous it can be when Russia can bypass international sanctions. Many components in the attack drones used by Russian terrorists, as well as in their missiles, originate from various countries, various companies, including Western ones. The effectiveness of sanctions against Russia is literally a defense against terrorism.

Tomorrow, I have the European Council meeting in my schedule, at the level of EU leaders. Among other topics, I will specifically discuss this: sanctions against Russia need to be expanded and strengthened. Every Russian strike, especially ones as audacious as those targeting nuclear plants and other critical facilities, is an argument that the pressure on the terrorist state is insufficient.

Today, there was an important video conference – involving the military, intelligence, and government officials. Among the notable points is the occupier’s reaction to the new capabilities of our warriors.

After our troops struck the airfields in Berdiansk and Luhansk, we see that the occupiers are relocating their aviation further. Specifically, they are attempting to redeploy it from the territory of our Crimea. This is a good sign. First, the Russian fleet flees, and now Russian aviation is fleeing. The habit of running will be very useful for Russia. Because they will have to flee all our land. Without exceptions. And I thank everyone in the world who helps us become stronger and achieve greater goals. And I thank our warriors for their accuracy.

I held a meeting with our international partners regarding key countries in the Global South and our relations with them. We continue to prepare for the Peace Formula meeting, working at all diplomatic levels. The substance of the meeting is essentially ready, and we are now fine-tuning the list of participants.

It is very important that in the relevant negotiations, we see unwavering attention to Ukraine and the need to end this war – to end it justly and fairly. This attention exists on different continents. And I am grateful to all the countries that have already confirmed their participation and the level of their representation at the Peace Formula meeting.

One more thing.

Throughout the day, I was in contact with our commanders and those responsible for providing our defense and offensive operations. Ammunition, weapons, equipment. Domestic production. Supporting our warriors. We are preparing for the expansion of the geography of supplies to Ukraine from our partners. We will complete this marathon and achieve our victory. The key is to add strength to Ukraine, our state, and our people every day.

Deputy Head of the Office of the President of Ukraine Andriy Sybiha held a meeting with a delegation from the Federal Department of Foreign Affairs of Switzerland and Chargé d’Affaires a.i. of Switzerland in Ukraine Peter Hafner.

During the meeting, particular attention was given to the Ukrainian Peace Formula and the cooperation with Switzerland in its practical implementation.

Andriy Sybiha expressed gratitude to Switzerland for its support of Ukraine from the very beginning of the Russian invasion. He highly appreciated Swiss assistance in areas such as addressing the humanitarian consequences of the war, demining, and recovery.

The deputy head of the Office of the President of Ukraine spoke about Ukraine’s expectations for the third meeting on the implementation of the Peace Formula at the level of national security and foreign policy advisors, scheduled to take place in Malta in the coming days.

Andriy Sybiha also discussed with the Swiss delegation ways to involve Switzerland’s expertise and support in the work conducted at various levels within the framework of the Peace Formula implementation, including the activities of working groups at the ambassadorial level in Kyiv and preparations for the Global Peace Summit.

Deputy Head of the Office of the President of Ukraine Yulia Sokolovska opened the first Human Capital UA forum and spoke about the priority directions for preserving and developing human capital in Ukraine.

For the first time, government officials, representatives of the business community, civil activists, and demographers gathered to discuss the development of human capital in Ukraine. Ministers, leaders of nongovernmental organizations, diplomats, and business leaders examined the most pressing issues related to human capital and its global development strategy.

The event was organized by the Centre for Economic Recovery, EasyBusiness non-profit organization, and the United Nations Development Programme (UNDP) in Ukraine, with funding from the German government. UNDP supports strategic initiatives aimed at developing potential to promote comprehensive growth and sustainable human development.

During her speech, Yulia Sokolovska expressed gratitude for the leadership and coordination role of the UNDP team, which was one of the first to start assessing the damage inflicted on our country by Russian aggression, including in the field of human capital. Ms. Sokolovska said that a comprehensive assessment of the impact of the war on various areas, including the living conditions of citizens, education, healthcare, gender equality, and social integration, was conducted collaboratively.

The Deputy Head of the Office of the President of Ukraine also said that President Volodymyr Zelenskyy approved the Human Development Strategy in 2021. However, the full-scale war with Russia significantly deepened the problems in this sphere, as over 6 million Ukrainian citizens left the country, and more than 5 million obtained the status of internally displaced persons. People suffer injuries and wounds daily, with over 270,000 Ukrainians recognized as disabled due to the war within 1.5 years. Additionally, in the occupied territories, Russia abducts Ukrainian children, illegally deports them, and forcibly moves them to its territory.

Yulia Sokolovska spoke about the priority directions already supported in Ukraine for preserving and developing human capital. These include:

1. Physical and psychological recovery of individuals, facilitated by the introduction of a new rehabilitation system in line with global standards and the development of psychological support. In this direction, Yulia Sokolovska acknowledged the important role of First Lady of Ukraine Olena Zelenska.

2. The development of the healthcare system, including providing equipment, technology, highly qualified professionals, and fostering partnerships to establish a network of capable hospitals.

3. Digitization and simplification of citizens’ access to all social benefits and pensions.

4. Building a market for social services in which civil organizations, private and municipal enterprises could professionally provide services, freeing up family members’ time for careers and professional development. This would promote gender equality in the professional sphere.

5. Creating new active employment and entrepreneurship programs, training and retraining, especially for women, veterans, and people with disabilities.

6. Transformative changes in education and innovation.

“All of these efforts give life to the Human Development Strategy and offer hope for the return, preservation, and development of Ukraine’s human capital,” Yulia Sokolovska said.

First Deputy Prime Minister of Ukraine, Minister of Economy Yulia Svyrydenko, along with Minister of Social Policy Oksana Zholnovych and the Minister of Health Viktor Liashko also participated in the forum.

Security, the opportunity to find work and study, and housing are key factors in the return of Ukrainians who left the country because of the war, and the Government is already working to create conditions for implementing each. This was stated by Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine, in her speech at the Human Capital UA forum.

“Ukraine is facing the biggest migration crisis since the Second World War – more than 6 million Ukrainians are now abroad. The number of those who have already found employment abroad is growing every month. Our biggest challenge is to bring them back home. The four main factors that will encourage Ukrainians to return are security, the opportunity to be employed or to own and develop their own business, the opportunity to study, and housing. We are already working on the implementation of each component,” said Yuliia Svyrydenko.

The first and foremost factor is the liberation of the territories from the aggressor, followed by de-mining. According to Yuliia Svyrydenko, Ukraine is currently the most potentially mined country in the world. Therefore, de-mining is the zero stage of recovery, without which it is impossible to return life to the de-occupied territories. The Ministry of Economy is looking for ways to speed up the process by applying new approaches and methods to de-mining and modern technologies, increasing the number of de-mining machines and equipment, strengthening the capacity of government agencies involved in de-mining, and opening up the market for de-mining services.

To ensure the second component – the opportunity for Ukrainians to find a job or start a business – the Government introduced the eRobota grant program last summer, which allows people to receive a grant to start or expand their business.

“Already 8,283 Ukrainians have received grants to develop their own businesses. They have created over 19,000 jobs. Creating 1-2 new jobs is a key requirement for receiving a grant. And given the high unemployment rate, it will be a mandatory requirement of all government business support programs,” said Yuliia Svyrydenko.

She recalled that there was also a program of grants for veterans and their spouses, as well as grants for the creation and development of processing enterprises. All of these will be continued next year.

Another important area is providing Ukrainians with the opportunity to train or retrain for a specialty that is more in demand on the labor market. The country is currently experiencing structural unemployment, where the skills available in the labor market do not match the needs of employers. Today, with the support of the State

Employment Service, training is available, particularly in vocational education centers, where one can obtain a diploma in one of 95 professions. Ukrainians can also obtain a voucher for training in 124 professions and specialities.

Such vouchers have already been issued to 15,500 Ukrainians. The most popular professions for which vouchers have been used are psychologist, nurse, cook, social worker and driver.

Affordable housing is also an important incentive for Ukrainians to return from abroad. Since last autumn, the eoselia affordable loan program has been in place, allowing Ukrainians to apply for loans at 3% or 7% interest rates to purchase housing.

“More than 4,000 loans have already been granted under the program. By the end of this year, 10,000 Ukrainian families will be able to obtain a mortgage. The program operates throughout the country – loans for the purchase of housing are being applied for in Zaporizhzhia, Kharkiv and Mykolaiv regions,” said Yuliia Svyrydenko.

Day 609 of the russian full-scale military aggression against Ukraine continues.

On the night of October 25, russian terrorist forces launched another air strike against Ukraine, using 11x Shahed-136/131 attack UAVs. Air defense shot down all the kamikaze drones. Unfortunately, debris of the destroyed UAVs injured civilians. 11x apartment buildings and 9x private houses, 2x educational institutions, 2x fire stations, 1x police station and other civilian infrastructure were damaged in the cities of Slavuta and Netishyn (Khmelnytskyi oblast),

The operational situation in east and south of Ukraine remains difficult.

During the day of October 25, there were 66x combat engagements. The enemy launched a total of 47x air strikes and 25x MLRS attacks at the positions of Ukrainian troops and various settlements. Unfortunately, guided aerial bomb strike on a residential area in the city of Beryslav (Kherson oblast) killed and wounded civilians. Private houses and other civilian infrastructure were destroyed and damaged.

VOLYN and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.

SIVERSHCHYNA and SZHANSHCHYNA AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues to shell Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. More than 30x settlements came under enemy artillery and mortar fire, including Senkivka, Klyusy, Leonivka (Chernihiv oblast), Bachivsk, Studenok, Starykove (Sumy oblast), Vovchansk, Okhrimivka, Kruhle, Budarky (Kharkiv oblast).

KUPYANSK AXIS: the enemy conducted unsuccessful assault operations in the vicinities of Synkivka, Petropavlivka and Ivanivka (Kharkiv oblast). Ukrainian defenders repelled 11x enemy attacks in that area. The russian occupiers also launched an air strike in the vicinity of Novoselivske (Luhansk oblast). The invaders fired artillery and mortars at around 10x settlements, including Kindrashivka, Kyslivka, Krokhmalne, Pishchane, Berestove, Ivanivka (Kharkiv oblast).

LYMAN AXIS: the Ukrainian defense forces repelled all enemy attacks in the vicinities of Nadiya and Makiivka (Luhansk oblast). The occupiers launched air strikes in the area of Serebryanske forestry (Luhansk oblast), Hryhorivka and Verkhnokamyanske (Donetsk oblast). The invaders fired artillery and mortars at more than 10x settlements, including Makiivka, Nevske, Bilohorivka (Luhansk oblast), Torske, Spirne, Vyimka, Fedorivka, Rozdolivka (Donetsk oblast).

BAKHMUT AXIS: the Ukrainian defenders repelled 7x adversary attacks in the vicinities of Bohdanivka, Ivanivske, Klishchiivka, Andriivka (Donetsk oblast). The adversary launched an air strike in the vicinity of Khromove (Donetsk oblast). Around 20x settlements came under artillery and mortar fire, including Minkivka, Bohdanivka, Klishchiivka, Andriivka, Kurdyumivka, Druzhba (Donetsk oblast).

AVDIIVKA AXIS: the enemy conducted unsuccessful assault operations with air support in the vicinities of Avdiivka, Stepove, Tonenke, Sjeverne (Donetsk oblast). The Ukrainian defenders repelled 12x enemy attacks in the area. Also, the occupiers launched an air strike near Novobakhmutivka (Donetsk oblast). The invaders fired artillery and mortars at more than 10x settlements, including Ocheretyne, Semenivka, Avdiivka, Sjeverne, Opytne (Donetsk oblast).

MARYINKA AXIS: the enemy conducted unsuccessful assault operations with air support in the vicinities of Maryinka and Novomykhailivka (Donetsk oblast). The Ukrainian defense forces repelled 14x enemy attacks in the area. Around 10x settlements, including Hostre, Heorhiivka, Maryinka, Pobjeda, Novomykhailivka (Donetsk oblast), were under artillery and mortar fire of the occupiers.

SHAKHTARSKE AXIS: the invaders conducted unsuccessful assault operations with air support in the vicinities of Vodyane, Novoukrainka, Staromaiorske (Donetsk oblast). Also, the adversary launched an air strike near Volodyne (Donetsk oblast). Around 10x settlements, including Vodyane, Vuhledar, Prechystivka, Zolota Nyva, Blahodatne, Urozhaine (Donetsk oblast), came under artillery and mortar fire.

ZAPORIZHZHIA AXIS: the Ukrainian defenders repelled 1x enemy attack near Verbove (Zaporizhzhia oblast). The invaders launched air strikes in the vicinities of Novodarivka and Novodanylivka (Zaporizhzhia oblast). More than 20x settlements, including Novodanylivka, Novoandriivka, Mali Shcherbaky, Stepove, Pyatykhatky (Zaporizhzhia oblast), came under enemy artillery and mortar fire.

KHERSON AXIS: the occupiers launched air strikes with over 25x guided aerial bombs in the vicinities of Zmiivka, Beryslav, Odradokamyanka, Mykolaivka, Olhivka (Kherson oblast). The settlements of Chervonyi Mayak, Antonivka (Kherson oblast) and the city of Kherson came under enemy artillery and mortar fire.

This winter, Ukrainian forces are planning missile attacks on Russian command centers, ammunition depots, and supply lines deep within enemy territory.
