She’s not saying no to this crazy stuff either.
And how is she supposed to say no? She’s not in charge of any of this. Duly elected government officials are doing stuff. Heck she doesn’t even profit on these things, her shows are already sold out long before she gets there.
She owns her image. If she objected to what the government people are doing, she could sue, or cancel her concerts, or any number of things.
But if she doesn’t care, I sure don’t.

Yeah not really. She owns certain aspects of her image. But like in this case they modified the t-shirt. It looks a lot like one of her shirts (which may or may not be trademarked) but it isn’t. And really, will any court in the land do anything but laugh her out of court for “they used my stuff without my permission to promote me”.
Blaming her for this is as dumb as blaming Trump for J6. People who want to go over the top will.
