Today we have an important personnel decision. Upon the submission of the Minister of Defense, I have changed the commander of the Medical Forces Command of the Armed Forces of Ukraine. Instead of Major General of the Medical Service Tetiana Ostashchenko, I appointed Major General of the Medical Service Anatoliy Kazmirchuk, Head of the National Military Medical Clinical Center “Main Military Clinical Hospital” in Kyiv, as the new commander. The task is obvious – and this has been repeatedly discussed in society, in particular in the community of our combat medics – a fundamentally new level of medical support for our military is needed. From high-quality tourniquets to full digitalization and transparency in supply, from high-quality training to sincere communication with combat medics in those units where medical care is organized truly properly and truly effectively. The experience of the effectiveness of specific units should be extended to the entire defense forces. Today, at a meeting with Defense Minister Umerov, we identified priorities, and there will not be much time to wait for results. Changes need to be made quickly.
The second thing for today is that we continue to prepare for the planned international events this week. There will be an important activity – new communication with our partners. The key thing now is to make sure that support for Ukraine will be sufficient next year as well. I thank all the countries considering this issue in the same way as we do. This signal must be sent to Russia: no matter what they do, the world will not get tired of defending freedom and international order.
I would like to recognize the Netherlands today – this week the Dutch government has envisaged more than 2 billion euros for the next year, mostly in security support for Ukraine. Thank you, Mark, Mr. Prime Minister, and I am also grateful to the entire Dutch society. This is a timely signal. It is important to feel that the defense of freedom is backed by reliable and sincere support.
And one more thing. Every week that we pass in this war, in this defense of our independence, is a time when thousands of Ukrainians show the best of their character, the strongest qualities of people. When we are talking about unity in the defense of Ukraine, we are always talking not about something abstract, but about very specific things – about people doing what they have to do, what they should do, what supports others, and ultimately allows Ukraine to stand, fight, respond to the enemy and succeed in battles, in strengthening our state, in saving lives.
Today I would like to recognize the employees of the State Emergency Service of Ukraine – those who save lives every day. Those who risk their lives. Those who were wounded by Russian shelling. I thank the entire staff of the State Emergency Service! And especially Sergeant Vladyslav Dordiy, Master Sergeant Oleksiy Suschevsky and Chief Sergeant Oleksiy Shabal – firefighters and rescuers working in Zaporizhzhia region. They were injured this Wednesday while providing assistance in the village of Zarichne. Guys, I wish you a speedy recovery! Thank you for your service.
Donetsk region. Rescuers who have particularly distinguished themselves in helping people after the Russian attack on the town of Selydove. Sergeant Artur Taranenko and Captain Viktor Kartashov. Thank you!

Separately I would like to thank everyone whose concern and efficiency help us return to Ukraine children who were abducted from the occupied territory. Today we managed to return to Ukraine Bohdan Yermokhin, a boy who was taken from Mariupol to Russia. There were many attempts to help him. I am glad that everything worked out. I am grateful to the entire team working on the return of Ukrainian children – the Office, the Ombudsman, and our international partners, including UNICEF. Head of the President’s Office Andriy Yermak met with Special Envoy of the President of France for Ukraine’s Relief and Reconstruction Pierre Heilbronn.
The meeting was also attended by First Deputy Prime Minister – Minister of Economy Yuliia Svyrydenko and Deputy Head of the Presidential Office Ihor Zhovkva.
Andriy Yermak expressed gratitude to the French side for the continued strong support of our country and practical assistance since the first days of the full-scale Russian invasion. He emphasized the special role of the active dialog between President of Ukraine Volodymyr Zelenskyy and President of France Emmanuel Macron in this regard.
The Head of the President’s Office also thanked Pierre Heilbronn for his important mission and visit to Ukraine and emphasized the tangible progress in the work on future projects for the recovery and reconstruction of our country.
“I am grateful that the French side not only provides us with the necessary assistance to prevail, but also looks to the future and works on the issues of Ukraine’s recovery,” said Andriy Yermak.
Pierre Heilbronn stated that he had had a fruitful dialogue with representatives of Ukraine over the past eight months and informed them about the elaboration of a number of projects in the areas of transport, technology, healthcare, etc., as well as the possibility of providing grants from France to restore critical infrastructure, energy facilities, businesses, and carry out demining.
The parties also discussed the issue of providing security guarantees to our country in the context of negotiations between Ukraine and France on the conclusion of a relevant bilateral agreement, as provided for in the Joint Declaration of Support for our country of July 12 this year.
In addition, Andriy Yermak reiterated Volodymyr Zelenskyy’s invitation to President Emmanuel Macron and the First Lady of France to visit Ukraine and expressed hope that this important and meaningful visit could take place in the near future.

Ukrainians will manage to endure the hardships of wartime and continue to develop by holding on to the human values we are currently defending. This was stated by First Lady of Ukraine Olena Zelenska in an interview with African media.
Media from Angola, Botswana, Tunisia, the Republic of Guinea, Kenya, Morocco, Nigeria, Senegal, South Africa, and Zambia were represented at the meeting in Kyiv.
“All of us in Ukraine hope that the war will remain just an episode in our lives. Foreign aggression will not make us cruel, as we hold on to human values. We will manage to endure everything and continue to develop if we keep it in us,” she said.
The President’s wife also spoke about the abduction of Ukrainian children by Russia.
“So far, we have managed to return 386 children. Each time it was a unique special operation. Mostly, these are children who managed to somehow provide information about themselves and their whereabouts, teenage children who were able to use, for example, the telephone. Because the abductors do not make contact, and we cannot believe their information,” the First Lady said and reminded that Russia had abducted more than 19,000 Ukrainian children.
In addition, Olena Zelenska emphasized the importance of the All-Ukrainian Mental Health Program, as 90% of Ukrainians are currently experiencing stress due to the war.
According to her, it is important to protect not only people, but also culture from Russian destruction.
“For many centuries, Ukraine has been influenced by the empire. A lot of work is needed to decolonize culture, to return the names of our artists who were appropriated by Russia,” the President’s wife said.
The First Lady also thanked the journalists for their personal visit to our country.
“You have made the most important step - you have come to Ukraine,” Olena Zelenska emphasized.

Day 634 of the russian full-scale military aggression against Ukraine continues.
During the day of November 19, there were 45 combat engagements. The enemy launched a total of 16 air strikes, 41 MLRS attacks at the positions of Ukrainian troops and various settlements. Moreover, the enemy conducted air strikes on critical infrastructure facilities in Ukraine using Shahed-136/131 attack UAVs. Ukrainian air defense shot down 15 of the 20 attack UAVs. Russian terrorist attacks have unfortunately resulted in injuries among civilians. Private residential buildings and other civilian infrastructure were destroyed and damaged.
The operational situation in eastern and southern Ukraine remains difficult.
VOLYYN and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
SIVERSHCHYNA and SLOBOZHANSHCHYNA AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. Around 20 settlements came under enemy artillery and mortar fire, including Yanzhulivka, Mykhalchyna Sloboda, Leonivka (Chernihiv oblast), Khodyne, Holyshivske, Basivka, Myropilske, Novodmytrivka (Sumy oblast), Kozacha Lopan, Vovchansk, Bochkove, Budarky (Kharkiv oblast).
KUPYANSK AXIS: the enemy conducted failed assault operations in the vicinities of Synkivka, east of Petropavlivka and Ivanivka (Kharkiv oblast), where Ukrainian defenders repelled 7 attacks. The occupiers launched an air strike near Petropavlivka (Kharkiv oblast). The invaders fired artillery and mortars at more than 10x settlements, including Dvorichna, Synkivka, Petropavlivka, Ivanivka, Berestove (Kharkiv oblast).
LYMAN AXIS: the adversary conducted no offensives (assaults). The invaders launched air strikes near Serebryans’ke forestry (Luhansk oblast) and Yampolivka (Donetsk oblast). The occupiers fired artillery and mortars at around 10x settlements, including Nevske, Bilohorivka (Luhansk oblast), Serebryanka, Verkhniokamyanske, Torske, Rozdolivka, Spirne (Donetsk oblast).
BAKHMUT AXIS: the invaders made assaults in the vicinities of Klishchiyivka and Andriyivka (Donetsk oblast), where Ukrainian defenders repelled 11 attacks. More than 10 settlements, including Markove, Bohdanivka, Chasiv Yar, Ivanivske, Klishchiivka, New York (Donetsk oblast), came under artillery and mortar fire.
AVDIYIVKA AXIS: the enemy conducted failed assault operations east of Novokalynove, east of Novobakhmutivka, Sjeverne and Avdiyivka (Donetsk oblast), where the Ukrainian Defense Forces repelled 9 attacks. The enemy fired artillery and mortars at more than 15 settlements, including Sukha Balka, Keramik, Tonenke, Yasnobrodivka, Netailove, Nevelske (Donetsk oblast).
MARYINKA AXIS: the adversary made unsuccessful assaults in the vicinities of Maryinka and Pobjeda (Donetsk oblast), where Ukrainian defenders repelled 13 attacks. The settlements of Krasnohorivka, Heorhiivka, Maryinka, Novomykhailivka, Pobjeda (Donetsk oblast) were under artillery and mortar fire of the occupiers.
SHAKHTARSKE AXIS: the invaders conducted assault operations west of Staromaiorske (Donetsk oblast), to no success. Around 10 settlements, including Vodyane, Bohoyavlenka, Prechystivka, Blahodatne, Staromaiorske, Rivnopil (Donetsk oblast), came under artillery and mortar fire.
ZAPORIZHZHIA AXIS: the invaders did not make any assaults. More than 20 settlements, including Levadne, Malynivka, Charivne, Orikhiv, Novoandriivka, Stepove (Zaporizhzhia oblast), came under artillery and mortar fire.
KHERSON AXIS: the settlements of Tyahynka, Ivanivka, Tokarivka (Kherson oblast), the city of Kherson and the city of Ochakiv (Mykolaiv oblast) suffered from enemy artillery shelling.
At the same time, the Ukrainian Defense Forces continue their offensive operation on Melitopol axis and offensive (assault) operations on Bakhmut axis, inflicting losses in manpower and equipment on the occupation forces, exhausting the enemy all along the front line.
Ukrainian Defense Forces continue to hold their ground on the left bank of the Dnipro River (Kherson oblast) and continue to inflict fire on the enemy.
During the day of November 19, Ukrainian Air Force launched 2 air strikes on concentrations of troops, weapons and military equipment of the occupiers.
