Just concluded negotiations with the President of Latvia. It was a substantive conversation. We talked about the defensive support for our state, for our soldiers. About the sustainability of such support. In particular, we discussed the production and supply of ammunition – 155mm artillery – as well as the issue of medevac – special armored vehicles for evacuating our wounded soldiers. I am grateful to Latvia for its unwavering support for our European prospects – all the work towards the start of negotiations on Ukraine’s accession to the European Union. Today, I informed Mr. President about our country’s implementation of the European Commission’s recommendations and our readiness for a political decision in December, as promised by the European side, opening the negotiation process. We expect this decision and the fulfillment of the European Union’s promise. We discussed in detail with Mr. President mechanics of preparing the relevant EU decision.
I also spoke today with Mark Rutte, the Prime Minister of the Netherlands. Thanked him for the support provided to Ukraine, for the recent decision on an additional EUR 2 billion for the next year. This is an important signal for other partners. Protecting our European way of life must continue, and unity in Europe is a key element for this. Mark and I also discussed our joint work on the Peace Formula, as well as important humanitarian initiatives like our Grain from Ukraine program. We are working together to preserve stability in critical regions of the world and thus protect our continent from waves of crises.
Today, I chaired an important and challenging meeting of the Supreme Commander-in-Chief’s Staff. Concerning not only the current situation on the front, although that was, as always, one of the main points. Our defensive, our offensive actions. Avdiivka, Donetsk direction, Maryinka, Kupiansk direction, southern directions. A significant part of today’s meeting was dedicated to a complex of issues for which our soldiers and the entire society expect fair answers. This includes mobilization and demobilization, rotations in the Armed Forces of Ukraine. Issues regarding conscripts who were called to service before the start of the full-scale invasion. Of course, special attention was given to the situation with the work of the medical military commissions and military enlistment offices. What soldiers talk about, what commanders discuss must be resolved. Today, there were initial reports on this from Commander-in-Chief Zaluzhny, Minister of Defense Umerov, Minister of Internal Affairs Klymenko, Minister of Health Liashko, and Chief of the General Staff Shaptala. I expect a more thorough analysis of each of these issues by both the government and the military and concrete proposals for state decisions.

Day 639 of the russian full-scale military aggression against Ukraine continues.
During the day of November 24, there were 68 combat engagements. The enemy launched a total of 5 missile, 17 air strikes, 27 MLRS attacks at the positions of Ukrainian troops and various settlements. Moreover, on the night of November 24, the occupiers attacked Ukraine with Shahed-136/131 strike UAVs. All enemy drones were shot down. Russian terrorist attacks have unfortunately resulted in deaths and injuries among civilians. Private residential buildings as well as other civilian infrastructure were destroyed and damaged.
The operational situation in eastern and southern Ukraine remains difficult.
VOLYN and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
SIVERSHCHYNA and SLOBOZHANSHCHYNA AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. Around 15 settlements came under enemy artillery and mortar fire, including Yanzhulivka, Arkhypivka (Chernihiv oblast), Znob-Novhorodske, Basivka, Yunakivka (Sumy oblast), Kozacha Lopan, Vovchansk (Kharkiv oblast).
KUPYANSK AXIS: the enemy conducted assault operations in the vicinities of Synkivka, Petropavlivka (Kharkiv oblast), and Stelmakhivka (Luhansk oblast), where Ukrainian defenders repelled 13 attacks. The invaders fired artillery and mortars at the settlements of Synkivka, Kucherivka, Pershotravneve, Ivanivka, Kyslivka, Krokhmalne (Kharkiv oblast).
LYMAN AXIS: the adversary did not conduct any offensives. The invaders launched air strikes in the area of Serebryanske forestry (Luhansk oblast) and Spirne (Donetsk oblast). The occupiers fired artillery and mortars at around 15 settlements, including Nevske, Bilohorivka (Luhansk oblast), Vyimka, Vesele, Pereizne, Fedorivka (Donetsk oblast).
BAKHMUT AXIS: Ukrainian defenders repelled 10x enemy attacks near Bohdanivka, Ivanivske, Klishchiyivka and Andriyivka (Donetsk oblast). The adversary launched air strikes in the vicinity of Klishchiyivka (Donetsk oblast). More than 10 settlements, including Bohdanivka, Ivanivske, Klishchiyivka, Andriyivka, Pivdenne, New York (Donetsk oblast), came under artillery and mortar fire.
AVDIYIVKA AXIS: the enemy conducted unsuccessful assault operations with air support east of Novokalynove, Novobakhmutivka, Stepove, Sjeverne, Pervomaiske and Avdiyivka (Donetsk oblast), where the Ukrainian Defense Forces repelled more than 30 attacks. The enemy fired artillery and mortars at around 15 settlements, including Keramik, Avdiyivka, Tonenke, Sjeverne, Pervomaiske (Donetsk oblast).
MARYINKA AXIS: the adversary made failed assaults with air support in the vicinities of Maryinka and Novomykhailivka (Donetsk oblast), where Ukrainian defenders repelled 9x attacks. Around 10 settlements, including Krasnohorivka, Kukharivka, Maryinka, Novomykhailivka, Pobjeda (Donetsk oblast) were under artillery and mortar fire of the occupiers.
SHAKHTARSKE AXIS: the adversary conducted no assaults. Around 10 settlements, including Vodyane, Vuhledar, Prechystivka, Zolota Nyva, Urozhaine (Donetsk oblast), came under artillery and mortar fire.
ZAPORIZHZHIA AXIS: the enemy made 5 attempts to regain lost ground near Robotyne and Novopokrovka (Zaporizhzhia oblast), to no success. More than 20 settlements, including Luhivske, Novodanylivka, Novoandriyivka, Shcherbaky, Pyatykhatky, Lobkove, Plavni (Zaporizhzhia oblast), came under artillery and mortar fire.
KHERSON AXIS: the invaders launched an air strike in the vicinity of Novoberyslav (Kherson oblast). the settlements of Dudchany, Beryslav, Vesele, L’vove, Ivanivka, Chornobaivka, Komyshany (Kherson oblast), the city of Kherson, and the city of Ochakiv (Mykolaiv oblast) suffered from enemy artillery shelling.
At the same time, the Ukrainian Defense Forces continue their offensive operation on Melitopol axis and offensive (assault) operations on Bakhmut axis, inflicting losses in manpower and equipment on the occupation forces, exhausting the enemy all along the front line.
Ukrainian Defense Forces continue to hold their ground on the left bank of the Dnipro River (Kherson oblast), and continue to inflict fire on the enemy.
On Kupyansk axis, some servicemembers of the russian occupation forces complain about constant losses in manpower due to unsuccessful offensives and claim their unwillingness to continue assaults. It has been observed that the “quality” of the recruits is extremely low - mostly elderly people addicted to alcohol, drugs, gambling. There is a perception among the military personnel of the russian occupation forces that the leadership deliberately sends them on “meat assaults” with no regard for losses.
Also, according to available information, in the temporarily occupied Mariupol, russian soldiers, recruited in prisons, killed their commander because of his constant threats, abuse and murder of their fellow invaders.
Moreover, on the Svatove axis, it is noted unsatisfactory combat service support of the occupiers’ units. In particular, servicemen of a russian unit report a poor supply of cold-weather gear, food, water, etc.
During the day of November 24, Ukrainian Air Force launched 9x strikes on concentrations of troops, weapons and military equipment of the occupiers.
The Ukrainian missile troops hit 2 concentrations of troops, weapons and military equipment, 1 logistics center of the russian invaders.

On November 24, Prime Minister of Ukraine Denys Shmyhal met with Lithuanian Prime Minister Ingrida Šimonytė.
The parties discussed strengthening Ukraine’s defense capabilities, in particular, enhancing air defence. They also touched upon the Peace Formula of President of Ukraine Volodymyr Zelenskyy, for which Lithuania expressed its full support.
The two officials also discussed energy security, restoration of justice, and confiscation of frozen russian assets.
“We are grateful to the Government of Lithuania for supporting our position that Ukraine’s reconstruction should take place right now. Today, Lithuania is already rebuilding some of our social facilities,” said Denys Shmyhal.
According to the Head of the Ukrainian Government, another set of issues raised during the meeting was the promotion of Ukraine’s Euro-Atlantic and European integration.
“We have the full support of the Lithuanian Government in both directions,” summed up Denys Shmyhal.
Following the meeting, the two prime ministers signed a joint statement, which, in particular, stressed the importance of establishing a special tribunal to convict those responsible for the war and crimes against Ukraine.
They also inked an agreement on technical and financial cooperation, which provides for the facilitation of Lithuanian assistance projects for Ukraine, including the supply of various equipment, technology transfer, and the implementation of reforms on Ukraine’s path to the European Union.

Fighters of the 47th mechanized brigade of the armed forces of Ukraine tried to prevent another attack of the invading Russian army near the city of Avdiivka, Donetsk region. The fighters who were positioned in the trench managed to maintain the defense, despite being under constant artillery fire from the invaders and having a large number of wounded. The lady doctor in the trench was able to help the wounded under fire. After the battle, the wounded were evacuated from the area in an armored vehicle.

In the last six weeks, the enemy has suffered losses of approximately 36,000 soldiers, reports Ukrainian Minister of Defense Rustem Umerov during the opening of the 17th meeting of The Ukraine Defense Contact Group. In his opening remarks, Umerov asserted that despite the absence of a formidable fleet, the Defense Forces have successfully ousted Russian warships from the Black Sea, gradually restoring freedom of navigation.
“Russia definitely does not plan to stop on its own. The only language Moscow can understand is force. And we have mastered this language well,” the minister stated. He emphasized that in the six weeks since the last Rammstein format meeting, the enemy has lost nearly 36,000 soldiers. The supplied weapons - HIMARS systems, Storm Shadow, SCALP, ATACMS missiles, Abrams, Challenger, and Leopard tanks - have changed the situation on the front. Further development of coalition capabilities, particularly in artillery, armored vehicles, aviation and demining, will help protect millions of innocent lives.
“Our people eagerly await the chance to return home, rebuild their homes, and reunite with their families,” Umerov added.

At its session on November 24, the Government passed a decision that will allow Ukraine to attract a grant from Germany of nearly UAH 2 billion (EUR 50 million) to support the economy. The Prime Minister Denys Shmyhal announced.
“These funds will help the Government to continue to finance one of the most successful business support programmes - the 5-7-9 soft loan programme,” the Prime Minister said.
Denys Shmyhal reminded that this week the EU had provided Ukraine with another tranche of macro-financial assistance in the amount of EUR 1.5 billion. The state budget has also been granted USD 400 million from the United Kingdom through the World Bank Trust Fund. According to him, the Government will direct these funds to social payments, pensions, salaries for doctors and teachers, and critical needs.
“Today, the President, the Government, diplomats, civil society, everyone is working to ensure that the pro-Ukrainian coalition in the world is as strong and united as ever. We can see the results of this work almost every day,” the Head of Government stressed.
The Prime Minister thanked international partners for their assistance in economic recovery.
