Can I ask a stupid question?

How are these guaranteed income programs fundamentally different from the war on poverty programs which Johnson and Democrats enacted in the 1960s? Those programs were intended to provide subsidies for poor people. Those programs were supposed to help lift people out of poverty. Did those programs achieve the goals that they set out to achieve?
