A tsunami wave out on the ocean is less than a foot.
It’s when it rolls up the shore that height amplifies.
Regular waves are not that different depending on the shore profile.

I worked at surfline.com for many years. The photo belo shows no 12-17 foot waves. The back wash and high tides show big splashes. Granted there was big surf up and down the coast but the photographer was a day late( Friday) not Thursday. If it was 12-17 feet at Malibu that pier would have been wrecked:
