I would bet the feds put trackers on the wolves. If it was me, I’d shoot the predator and drive the carcass 100 miles a away for disposal. An Indian reservation would be an ideal destination.
If there’s a tracker, the tracker might also monitor heartbeat. At which point they would know where the heart stopped, and that somebody moved the body.
