Khimki is in the north end of Moscow, 75km from this plant.
Not sure how a small arms ammunition plant turns off the heat in the north of Moscow.
That caught my attention too. How does a heating problem in an ammo plant wipe out 25% of heat in moscow? Did they have to shut down something larger that also affects part of Moscow to fix whatever shunt goes to the ammo plant?
