I stand corrected in that both of those are partly tunnels, but any traffic coming from anywhere can go around 695 or 83 to connect on the other side.
All other traffic can still use the “bridge/tunnels.”
The older Harbor Tunnel is just a tunnel.
Forget the “bridge” part.
