How can they track a “stolen” vehicle, by using the “registered owner’s” address? Something I’m definitely not getting here, but I’m old school.

Also, a car can be reported as ‘Stolen’ if the finance company stops receiving payments for the vehicle and it can’t be immediately located for repossession..........
