Yep. In my day they ("homeless") were simply called what they are, viz. junkies and drunks. We (civilization) kept it under control by having laws against such behavior.
Our problem is not degenerates (junkies and alcoholics), it's that we no longer enforce laws. I absolutely hate liberals.
