As @RonPaul says, foreign aid often involves taking money from poor people in rich countries to give to rich people in poor countries.

Senate GOP leadership should never, ever whip Senate Republicans on a bill that unifies the Senate Democrat majority—especially where the bill didn’t have the support of a majority of the House GOP.
That’s tantamount to whipping the GOP conference to support a Democrat bill, and it should be disqualifying.
Future leaders should keep this in mind.
