Has there been no public outcry in SLC about this? Or does the public assume the police have their man, so no one is worried about the kidnapper striking again?

Maybe someone from SLC can let us know what common people are saying. But if the police think that Ricci is their man, they just don't have enough evidence to arrest him, they could very well have had that evidence if the public had been given a little more to work from.
For instance, if the perp wore a mask, someone might come forward to say "Yes, I sold a ski mask to someone who fits that description. I remember it well because we don't sell many ski masks in June."
Or something along those lines. Neither the public nor the police can have a clue what the public knows under these circumstances.

Anyone in the public with an IQ over 27 knows that the police have their man.

Because SLC is a large percentage of Mormons, I think the citizens would look to the Bishops and others high in the church to know how they should react. Therefore, if the Hierarchy of the church is not reacting, the masses will not.
You notice that early on in the case, Ed Smart called the Bishop in.
