That conquest must be conducted in steps in order to succeed in no way precludes the accumulation of territories far beyond that which is achieved in any given single step. You're still suggesting that having stumbled into a war with Britain and France that he didn't want, he had a cup of tea at the Berghof and determined on world domination. This after he had told his generals that Germany couldn't even stand a long European war.
