Using ANY of the legal means (including "partial votes") short of the so-called "dimpled chad," in which there was nothing punched at all, Bush won every recount statewide.
The dimpled chad is fraud, pure and simple because it purports to "know how" someone "might" have voted and (in theory) says it is impossible for someone to start to make a mark, then change his or her mind. It would ascribe EVERY dimpled ballot an "intent." But if you look at "overvotes," (voting for more than one candidate) or any other "hanging chads" where a ballot was punched, but not all the way through, BUSH WON, no matter what.
