Bush had the best of intentions, he made many mistakes. But he was never the train wreck that a rat president usually is.

You're exactly right. However, I blame Bush, McCain, the RNC, et al for our having Obama. To this day I cringe everytime I hear, "Even Bush was for bailing out...." or, "Even McCain is for....." or, "Republicans spent like drunken sailors under Bush...." Bush, McCain, and the establishment Republicans (such as those the RNC continually support) have ruined all of our moral arguments due to the way they behaved - and still would behave if it weren't for the Tea Parties. Now Palin, who was once somebody I totally respected, has sold out to McCain and the RNC.

I wish we could go back in time and change things, but what’s done is done. The best thing we can do is to get rid of career politicians in the GOP and move on. If we keep beating ourselves with what Republicans did in the past we will continue to have rat majorities everywhere. Let’s first retake Congress, state Legislatures, etc. The biggest threat is continued rat dominance.

We must continue to argue about what has happened, so that we don’t do it again. But we must be in a position to affect change.

From the letter, I understand it is meant to raise money to support Republican candidates at all levels, including state Legislature and other local offices. This, to me, is important. Instead of just focusing on a top-down approach, we must also focus on bottom-up.
