I was in the Pee Dee region of SC last weekend—the heart of Spratt’s district. Mulvaney had ads running at virtually every break; I didn’t see a single spot by the Spratt campaign. Pretty amazing for a 14-term incumbent. Earlier this week, an unnamed Democratic Congressman said many of his colleagues had “forgotten” how to run a campaign, since they haven’t faced serious opposition in years. That axiom clearly applies to Mr. Spratt.
