Spending growth in State government is not always a bad thing, if it is done in an orderly manner, and for proper purposes. For example, there is a lot of infrastructure creation and repair that cannot be mainstreamed into a budget, as they are special projects, limited in scale.
And other expenses, such as meeting unemployment benefits, are far more dependent on how the State economy is doing.
Since one of the largest expenses in a State is education, population growth, which Texas has been getting a lot of, because of its economy, has a strong impact on financing.
