The last people to mess up an do that were Texas Republicans in 2004 with the Bonilla district.
Well, TX Republicans only “messed up”’to the extent that they failed to predict that Justice Kennedy would ridiculously deem Bonilla’s old 63%-Hispanic TX-23 as a Hispanic-minority CD but the redrawn, 55%-Hispanic TX-23 as insufficiently Hispanic, and simultaneously rule that the newly created, 69%-Hispanic CD that stretched from Austin to McAllen did not qualify as a Hispanic-majority CD because its Hispanic population centers were too far removed from one another.
