In short, he's reacting. He's blasting 'bam--that's good, but he's not giving voters a reason to vote for them.
Think back to Reagan's campaign; it was brilliant. Reagan sold optimism. He gave us a vision of a strong independent a prosperous nation. He painted the picture and held it up as a promise. He delivered, but he had to get there first.
A people in crises are apt to stay with the guy that put them there; they prefer the devil they know to the devil they don't. If another leader comes forward, he has to convince them he knows a better direction. He has to make promises.
If he merely denounces the existing leader he's still a follower and worse,is regarded a back-biting follower.
Romney needs to make the promise-- of strength and dignity, prosperity and justice. He needs to do this graphically, he has to share a vision of this.
That was Reagan's promise, Morning in America. I pray Mr. Romney will follow that example.

Reagan had a serious problem to overcome when he ran.
Reagan had to convince people that he was not scary, Reagan was known as a true conservative and he had to assure voters that he was calm and cool and good, he succeeded of course and won a strong victory, but he didn’t convince everyone.
Mitt Romney left the GOP during that Reagan campaign and switched to independent and didn’t vote for Reagan.
Expecting every politician to imitate Reagan’s 1980 campaign is absurd. Every election cycle is different and each politician needs to win on their own strengths - not by being a pale imitation of three decade old history. Besides, we’ve already seen how Romney’s campaign is going to operate; it’s the same mode he’s been operating in for the last four years. He won’t make bold promises, he won’t emphasize the distinguishing marks of his potential presidency. He’ll just attack Obama with the goal of making the election solely a referendum. For the next four months just expect to hear nothing beyond “Obamacare is bad medicine” - whatever that means.
Incidentally, isn’t it about time to announce the VP nomination?
