In the off chance that Democrats take back the House in November, Minority Leader Nancy Pelosi has dreamed up quite a busy first day for her return to the Speaker's podium.
After laying out the Democrats' path back to the House Thursday, Pelosi ticked off a bold list of the achievements she most wants to see on day one - including perhaps, a constitutional amendment.
First and foremost was a jobs bill, based largely on President Obama's, she said. Second on the list was passing the DISCLOSE Act, a bill introduced in 2010 that would effectively overturn the Supreme Court's Citizens United decision.
If the bill isn't enough to get the job done, she won't stop there.
We would "amend the constitution to overturn Citizens United, reform the whole money in politics to take it to public financing of campaigns, and elect -- and I don't care if they're Democrats or Republicans -- elect reformers to save our democracy. Keeping it the government of the many not the government of the money."
Sure, Pelosi famously passed a flurry of legislation during her first 100 legislative hours in 2007 - but five years later, it seems she's ready to cram an equally ambitious agenda into her first 24.
Nancy, click your heels all you want...it’s not going to work.
Nancy’s ultimate goal is to remain in congress until she looks like Helen Thomas.

Lets see...
Article V of the Constitution outlines how to amend (modify) the document. It consists of two steps: proposal and ratification.
1. Propose An Amendment
Either Congress or the States can propose an amendment ot the Constitution.
Both Houses of Congress must propose the amendment with a two-thirds vote. This is how all current amendments have been offered.
Two-thirds of the State legislatures must call on Congress to hold a Constitutional Convention.
2. Ratify An Admendment
Regardless of how the amendment is proposed, it must be ratified by the States.
Three-fourths of the State legislatures must approve of the amendment proposed by Congress, or Three-fourths of the states must approve the amendment via ratifying conventions. This method has only been used once, to repeal Prohibition (21st Amendment).
Is there a timeline for ratification? The US Supreme Court has held that ratification must happen within "some reasonable time after the proposal." Since the 18th Amendment, Congress has set a term of seven years for ratification.
But Nutjob Nancy can, with her magic wand and rainbow fairy dust, can make it happen in one day.
She needs a brand new white "dinner jacket" and a snappy new "ankle bracelet."

Actually, Nanacy Pelosi has posed TWO very big ifs - first, that the House is likely at this juncture to change back to Democrat control, and second, that she could even hope to regain the Speakership, in view of how gun-shy the Democrats have become.

Translation: the Dems want it mandatory that any support of a candidate be traceable to individuals who can be harassed and ruined by Dem activists.
Cases in point, the harassment inflicted on people whose names were on the California marriage petition, the harassment given Chick-fil-A, etc.
