I remember this TV-movie from the 80’s called ‘Special Bulletin” following a fake TV network as they cover the story of domestic terrorists who build a nuke and put it in a tugboat in Charleston Harbor. In the end, the boat gets raided, the NEST guys come in and try to disarm it, but it blows up and ends up nuking Charleston.
