From what I saw, President Carter got into the weeds too much, micromanaging everything. He even controlled the White House tennis court schedule. President Reagan knew how to delegate effectively and hire good people.

Regan knew how to get rid of people. The Defense and State Dept. were shaken up and all Carter appointees were sacked down to the most junior levels. GW did not do that and it literally de-railed the War on Terror. He left many Clintonites in who were only too happy to sabotage the Iraq campaign. Partisan Democrats (and more than a few Republicans)squirreled away in the bureaucracy were willing to get fellow Americans killed if only to discredit Bush and advance their agendas. You might think, "No American would be so treacherous!" You're a bloody fool if that's what you think.
