I agree. For the most part, in my view, policies that support low unemployment, respect for law enforcement, and school vouchers are all that blacks should be expecting from the federal government at this point in time, and Trump is delivering in spades. That said, I think you could get a much bigger shift in allegiance if Trump could point to a city like Chicago and say, “Hey, look how much better things are there now.”
Steady jobs - jobs good enough to compete with 'welfare and disability' will bring men back into the black family... when that happens - mixed with low unemployment, respect for law enforcement, and school vouchers" as you say - a tipping point will be reached. Then Trump can say, 'see things are better - and stay with me and they'll get better yet'... Something special about having hope ...
