It's mostly forgotten now, but on Sept. 10, George W. Bush was in big trouble, says From, head of the centrist Democratic Leadership Council that launched Bill Clinton into national politics. His tax cut was pilloried as a payoff to the rich, environmentalists were on his case, the red-hot Clinton economy had gone cold, and nine months in the White House hadn't cured Bush's losing struggle with syntax.
