How long would it have taken to make copies for every single member?

I'd say just as long as it takes to hold a vote while the Representatives are waiting to make their own copy.

Why weren't copies made available to all members, as is usually the case? Do you really expect me to believe it was some sort of innocent mistake?

There have been other times when Congress has felt to make quick decisions. It would be worth someone's time to go back and see whether full copies were distributed to the full House at the time.
