I have read the passage in Leviticus quite carefully and yes it does state that to lie with a man as with a woman is an abomination.
Several verses after that statement appears the story of how Lot's daughters got him drunk and had sex with him. So, an obvious conclusion would be that incest is OK.
The Bible was written by men. It may have been directly inspired by God, but it was written by men. And as we all know, men are a flawed creature.
