I doubt it. They will likely give a nuclear device to terrorists and wreak destruction by proxy. It may even happen during "Peace" or "Reunification" talks between the two Koreas. It looks like terrorist will eventually use nuclear devices here in the US.
I believe you are correct. N. Korea wants money. The terrorists have money, but no bombs. Simple supply and demand.
