UN raises taxes in Kosovo

On January 1 of this year the United Nations raised the income tax levels in Kosovo. You probably didn't hear about it.
These income taxes are quarterly
income up to 960 euro's is not taxed.
from 960 to 3000 euro's is taxed at 5%
3000 euro's to 5400 euro's is taxed at 102 euro's plus 10%
income over 5400 euro's is taxed at 342 euro's plus 20%
Tax increase on tobacco, as of Oct 1 2003
A 'conventional unit' means 1 kilogram weight or 1,000 cigarettes (if the cigarettes are less than 9 centimeters, not including the filters). Cigarettes more than 9cm in legnth is to be treated as if every 9 cm is a separate cigarette.
Taxed cigarettes carry special banderols.
All importers and domestic producers of tobacco products must get a license, cost is $100,000 euro's annually. Not refundable
Illegal importers or producers face fines of up to 10 times the tax not paid and possibly up to 7 years imprisonment.
Any person who permits their property to be used by illegal importers and producers shall face up to 5,000 euro's
Any person who alters or counterfeits banderols face fines of up to 50,000 euro's and up to 7 years imprisonment
Cigarettes are taxed at 10 euro's per 'conventional' unit
cigars (a box?) at 1 euro per 'conventional unit'
other tobacco at 10 euro per 'conventional unit'
These laws were put into force without a vote of the Kosovo General Assembly by UNMIK. Some democracy huh?

I had no idea that the UN had authority to levy taxes. This sounds biblically series. We must fight the UN, they are the enemy.
