It is October I don't see why there are ONLY 700 Iraqi soldiers trained and ready to go. For some reason they have 60k policemen but only 700 soldiers??

That is a major screw up to me.

Uh, no. It's far more important to have police than an army. They have facilities protection (which frees up US soldiers) Border guards (which frees up US soldiers) and the most important police (which frees up US soldiers)

Police are for domestic peace, clearly Iraq's biggest problem. Soldiers are for fighting other nations, and for sure, Iraq isn't going to be doing that any time soon.
The last thing we need to do before leaving is give them an army. (Do note that border guards were listed separately)

It was a matter of vetting and priorities.

The police were needed more than the soldiers. Those eligible who had been vetted were pointed in the direction of the priority.

Not a screw up at all. A wise use of available assets.
