The idea is to let saltwater flow from the Red Sea to the Dead Sea to reverse declining water levels, and generate electricity as the water flows downhill, which, along with solar, would economically power the desalination operation.

I'm not an engineer, but why couldn't this be siphoned? Wouldn't the 1.200 foot drop supply the power to pull water out of Aqaba? See the link in 21. It would also provide the power for desalination.
