They had an Executive Order from Governor Bush "in hand". They waited 3 and a half hours before starting the IV. It took someone from D.C. to order them to start the IV at MPH.

I wasn't making excuses for them but only pointing out how caotic it might have been. I would guess that there were some that wanted to help but weren't sure who to listen to. If I was handed a piece of paper with a governors signature I might want to check it out too. This is a normal human reaction but in Terris case she was running out of time. I was just saying these were the people I was least upset with. What took her so long to get there anyway? Did the hospital ER even know she was arriving or did she just show up? Lot's of questions. You understand what I'm talking about though?
