In looking at this picture, in the center below the fire is what looks to be a city on the water. The lights are precisely reflected in the water. Then below that it is possibly a roadway with cars and possibly a lightpost.

That really looks like Baghdad during shock & awe to me.

I think you are right, I somewhat remember seeing fires/lights reflected in the river, also the "freeway."
