A murderer or group attempting to stage a suicide would do things like take off the shoes. Or tasseled loafers could come off in a struggle while a couple of goons were dragging somebody to the ledge.

if such a struggle were to occur, you would see the bruises on the arms with signs of trauma... hmm other than the obvious trauma from impact with the ground.

if the man was wearing a business suit, he most likely wouldn't be wearing loafers, but would be wearing lace up shoes.
Having said that, I also must say that I usually wear shoes with velcro straps rather than laced shoes. Even though my shoes are not dress shoes, they do look presentable and are wearable with a suit. In other words, they are plain black without the appearance of being athletic or 'gym' shoes. I wear the soft shoes because of heel spurs and difficulty in lacing up shoes.
The only time I wear laced up shoes is when I am wearing a uniform such as my American Legion Band uniform.
