The FBI just hasn't been the same since Hoover. From what I've read, it wasn't the same during Hoover, either.

The biggest difference was the PR. In Hoover's time, the press willingly gave them the clean-cut image, and downplayed any attempts to make them look bad or vulnerable to corruption. Part of this was thanks to J. Edgar's thorough files on the editors and owners of media outlets private/financial lives. Now, that doesn't cut it.
