Panel Rules Justice Moore.....Why a panel? In most states wouldn't be up to the legislature to impeach and remove the judge from office?

It's the State Court of The Judiciary. They have jurisdiciton over matters of judicial ethics in the state.

My guess is that's the way the Legislature of Alabama set the process up......

My state has a similar panel for judges. They can discipline, reprimand, suspend and remove judges. Think of it as being similar to the state Bar associations being able to discipline, suspend, reprimand and remove lawyers.
