Local municipalities always cut the areas that directly affect their citizens.
This way they have a political issue.
It's so much easier than tackling the waste and redundancy in their own administration.

I have been aware of the Sudan thing for several years. But it still continues. It needs to be posted, otherwise it never gets attention at all.
Yes, the UN should be doing something, but like everything else, They don't. Then when someone like Bush comes along, and takes action, action that any other UN member can do, they jump up and down.
This Sudan issue should be shoved down Koffee Annan's throat. world seems quiet though. Not a peep out of France, Germany, Russia. what a bunch of hypocrites they are.
I'm new here, so forgive my goofs while I learn the features here.
