Considering that HRH is head of the Church of England, shouldn't her imminent announcement already be considered a de facto "cave"?

I suppose so, although one may be able to distinguish that by saying she is just fulfilling her formal constitutional duty to submit legislation -- but I don't know if there is such a duty in the British system. If there is, she'd be taking off one hat and putting on another.
