Instead of opposing armies, we face terrorists who move information at the speed of an e-mail, money at the speed of a wire transfer, and people at the speed of a commercial jetliner.

It appears to me that much of the problem here is that the CIA as an organization has no gonads, and is not sufficiently equipped mentally or physically to handle wetwork. Onesy-twosy loose terrorists should not be a DoD problem.
