First of all, its misleading to quote "AIDS Diagnoses Increased," since that phrase would be true if there were just one new case a year.
Secondly, since when are gay men examples of reliable condom users? The problem was never a lack of condoms, some people just refuse to use them. The same is true of those African countries where there is condom availability. I think it goes without saying that abstinence and monogamy should be encouraged, but I don't think encouraging condom use is at all a moot point.
