Yes, it could work like that, especially outside of the urban areas. I can see county sheriffs deputizing 100s of armed citizens, creating an instant de facto citizens' militia. Once deputized and given common working radio freqs, toting all types of weapons would be 100% legal in that county. I can see this happening easily during an emergency period.
